Uganda’s Blue Economy Boom: Can Fish Exports and Aquaculture Feed a Growing Nation?
The Intergovernmental Authority on Development (IGAD) is betting big on Uganda's thriving fisheries and aquaculture sector as a model for a resilient and competitive Blue Economy in the region. But here's where it gets controversial: can this growth be sustained while balancing environmental concerns and the needs of a rapidly expanding population?**
From December 15th to 18th, 2025, an IGAD delegation led by Dr. Eshete Dejen, Head of the Sustainable Environment Protection Unit, embarked on a fact-finding mission in Entebbe and Kampala. Their goal? To uncover the secrets behind Uganda's success and identify scalable solutions for the entire IGAD region. This mission, driven by member states' demand for proven Blue Economy models, promises to shape regional policies and foster knowledge sharing.
Day one kicked off with insightful discussions at Uganda's Ministry of Agriculture, Animal Industry and Fisheries. Officials highlighted the country's progress in fisheries governance, export regulations, and aquaculture development. With Uganda's population projected to hit 100 million by 2050, the Ministry emphasized the crucial role of aquaculture in meeting the soaring demand for affordable protein while easing pressure on wild fish stocks. This underscores the need for coordinated governance, robust data systems, and sustained investment to ensure the sector's long-term viability.
And this is the part most people miss: the economic ripple effect of Uganda's fish exports. On day two, the delegation visited Lake Bounty Group, a major exporter of Nile Perch fillets to the European Union. The company shed light on value addition processes, stringent market requirements, and the significant economic contribution of high-quality fish processing. A visit to Chemiphar Laboratory, an accredited testing facility, further illustrated Uganda's commitment to meeting international food safety standards. This focus on quality assurance, strengthened after past EU export bans, has been instrumental in securing access to lucrative markets, contributing an estimated USD 100-150 million annually to Uganda's economy.
The real action was on day three, where the delegation witnessed the vibrancy of Uganda's aquaculture sector firsthand. Cage farming on Lake Victoria, responsible for over 99% of national aquaculture production, took center stage. At the Kasenyi Fish Landing Site, they observed rigorous inspection procedures ensuring export-bound Nile Perch meet international standards. Discussions with Victoria Treasures Limited highlighted the growing role of private investment in tilapia production, fish processing, and export, driving innovation and competitiveness throughout the value chain.
Through this mission, IGAD aims to document Uganda's successes, lessons learned, and community-driven technologies that can be replicated across the region. The findings will be translated into policy briefs, case studies, and multimedia resources, empowering member states to develop sustainable aquaculture, strengthen food safety systems, encourage private sector participation, and build resilient Blue Economy value chains.
By collaborating closely with national institutions, research bodies, and private operators, IGAD is actively promoting inclusive, competitive, and environmentally sustainable growth within the region's Blue Economy.
